I hooked a 22inch monitor to my macbook pro via the mini display port/VGA and a VGA to VGA to the monitor. It keeps flickering. I'll be using it for 5 mins and the external monitor will shut off and 5 seconds later turn back on. It will do this every 5 mins. I tried my sisters PC on it and it does not flicker. But with that, she bypasses the Mini display adapter and goes only VGA to VGA. Is this an issue I can simply change a setting to? Does anyone else have these problems?

I dont know if this is helpful, but the monitor is a V7 R22W02-R and these are the specs I could find:

Flickering could be due to a poor connection from the mini display port adapter to the VGA cable. Make sure the mini display port adapter is securely seated on both ends and that the VGA cable is likewise. If necessary, swap out the mini display port adapter for another.

Regards.

I had a miniVGA adapter that used to do that... so I'd also try swapping out the adapter.

If it's mini Displayport, you've probably not had it that long, so perhaps try taking it to an Apple store.
