CSS question

So could anyone explain what css page is in plain lamen terms. I can write the basic html codes and make very basic web pages with links etc but I dont understand what css is.

Rapidweaver comes with a template tutorial that takes you through the basics of CSS, it sure helped me understand CSS, by doing it rather than just reading about it
