How can I open a Windows file on my Mac?

Macbook (Aluminum) 2.0 GHz Intel Core 2 Duo; 2 GB 1067 MHz DDR3
I would really like to use this particular Excel budget template on my Mac. I have Microsoft Excel 2008 for Mac (Version: 12.1.5). Is there a way to use this template on my Mac? Thanks for any help.

Sure, it should work. Have you tried downloading it and opening it?

Way... way too many specs to list.
Ooooohhhh Microsoft and their non-industry standard compressed file methods (.cab). If they'd just use .zip like everyone else this wouldn't be an issue.
