When I manually downloaded the file, it saved as a .CAB and when I try to open it, it said Safari couldn't open it because no available application can open it.

Ooooohhhh Microsoft and their non-industry standard compressed file methods (.cab). If they'd just use .zip like everyone else this wouldn't be an issue.
