iBook battery

The battery in my iBook needs doesn't charge properly. I charge it up to 100% but once the power supply is taken away it only lasts a few minutes.

Do I need a new battery or is this another problem?

eMac 1.42 GHz, 512 MB RAM, 40 GB HDD, OS X 10.4
It does sound like the battery, but:

How long does it take to charge fully from dead?

Do the percentages read correctly? By which I mean, does it go to 0% then die? Or does it just shut off at 60 or 70% or whatever?
