Time Machine and re-install.

I'm running 10.5 on my iBook G4. It's never quite run right. It had an earlier OS that never quite ran right before I upgraded, so I figure the problem just sort of carried over (unless it's a hardware issue). Never gave it much thought till I powered up my old G4 tower and was reminded of how it was supposed to run. I was wondering if I could backup with time machine, reformat the drive and reinstall the OS and then restore the files and programs, or would it basically just make it the way it was, whatever said problems may be?

Note: Problem symptoms being glitchyness, lag, spinning wheels of death and the occasional seize. And longer and longer boot up times. She used to just snap to attention. Now it's almost two minutes.
