This is my external DVD burner as seen by the Mac

FireWire Bus:

Speed: 400 Mb/sec Speed

(1394 ATAPI,Rev 1.00):

Manufacturer: Prolific PL3507 Combo Device
Model: (1394 ATAPI,Rev 1.00)
Drive Type: CD-RW/DVD-RW
Disc Burning: Not Supported
Removable Media: Yes
Detachable Drive: Yes
Speed: 400 Mb/sec Speed
Unit Spec Id: 24734
Unit Software Version: 10483
Firmware Revision: 1.13

It reads CDs just fine. When I put in a DVD+R, it asks what I want to open it in, and when I choose Finder, it says

The disc could not be used because the disc drive is not supported.

Do I need new firmware?

My OS is 10.3.9 on the following machine

For a problem like this I would first make sure that I am using the most recent firmware and drivers. Then go from there.
