zlib-devel or libz.a

Hello,

I am trying to compile some code on an X11 terminal when I "make"
I get the following error

/usr/lib/libz.a: No such file or directory

Does zlib-devel come install ins Mac OS X (10.5)?

Help will be much appreciated!
