Apple Powerbook G4 types in wrong characters

I have a 12 inch Apple Powerbook G4 installed with 10.4.11. After doing my software updates the keyboard now types all the wrong characters .. a=a s=o i=c f=u ..
I've tried restarting,checked the numbers lock key, used an external apple keyboard, unchecked 'Dvorak' in the international settings and looked at the universal access. Has anyone else had this problem and is the a fix i'm missing?

has the keyboard switched over to another language, check it in International preferences

can you try on the other accounts?download the combo update 10.4.11 and reapply it again but in safe mode.

Exactly what is selected under International>Input Menu and what flag shows in the menu bar, if any?

Is Keyboard Viewer selected and switched on?

Also after Software Update run Repair Permissions.
