I'm running Mac OS X 10.3.9 on my iMac (PPC).

Is there any way I can download Adobe Photoshop for free?

(Please be so kind as to provide me with a detailed step-by-step, I'm no good at this stuff)

Photoshop is not free. You have to buy it.
