My friends Powermac G4 always resets the time back to 1970 which he swears up and down that its done since he purchased it well over a year ago. I'm thinking the internal battery but I need more opinions.

could be a bad pram battery, but try resetting the pram. start up while holding down command+option+P+R until the mac chimes 3 times, then release.
