at least when it comes to NetFlix. They manage to end up on my screen a lot. Other than activating my pop-up blocking, are there any more steps I can initiate. And how ARE they doing that?

Have never seen what would be called a pop-up window on Netflix. "A pop up that opens in a new browser window and stays open until you close it." Have been a member for over 5 years.

If you are talking about the individual movie excerpts that show when you hover the mouse pointer over a movie title and disappear when you move the mouse, don't know of a way to turn those off besides not hovering over them.

edit: found one - try browsing Netflix with Opera. Those things don't work in it.
