You need to install X11 from your original Tiger install discs.

On Install Disc 1, open the Optional Installs package:

X11_02.jpg

Select Applications>X11

X11_03.jpg

Then click update. Once it's finished you will have X11.

The current Gimp for OS X on Tiger also require 10.4.11. You'll need to make sure Tiger is up to date.

You'll also need to make sure you have downloaded the proper version of Gimp, whether for PPC or for Intel.
