Network Settings in System Preferences greyed out

I have a G4 iBook, here is the issue: in system preferences, when I go to change network settings, the screens are all greyed out - can't click on anything. The Network Set Up Assistant is not working either. I've tried restarting (in safe mode too) but nothing.
Help...... please!

This is OSX correct and also which version of OSX? I have not seen that in ages and can't remember what it was except maybe something wrong with the network card/chipset.

It's 10.4.11.
I've been using two different providers (one mine, one my Mom's) - this caused some glitches but usually cleared up after resetting/restarting.
Could this have anything to do with keychains? I haven't locked it but don't know....
