Desired popups blocked

I have noticed that my Mac fails to display some important windows that should pop up activated by some on-line applications. This annoying problem affects both to Safari, Firefox and IE-6. The popups blocker is disabled in the three navigators. I am running Leopard.

Any help or comment?
