What version of the OS is on that iBook? OSX? 10.3? 10.4? 10.2?

Do you have the OS CD?

OS9? Try clicking on the Apple in the top left corner of the screen and look for Control Panels.

You said OS9 so I told you where to go in OS9. In OSX click the apple and look for System Preferences. Is it there?

Then I would guess the System Preferences Application is missing from the Applications folder.

Click on the Apple and on About This Mac. What version of OSX is it? Like say 10.4.1 for an example.

If you do not have the install disks and seeing how it is a used computer I would go to ebay or craigslist and buy some install disks.
It is always a good idea to re-install the system on a used machine because you never know what the previous user has on there.
Make sure you get the black, "install on anything" disks and not the machine specific disks, which are grey. (someone correct me if I have this backwards)
