I don't think the Mac OS comes with anything like that originally. Although you could try Corel Painter X which cost money but it lets you paint in different mediums. IE Watercolor, oils, pencil, and a lot more. Plus you can also work on multiple layers like in Photoshop.
If that isn't what you want then maybe you could try gimp? It seems kind of confusing at first but I think you get use to where everything is after a while.
Either that or you will have to invest money in something like Pixelmator which is pretty cheap compared to Corel Painter.
There are other freeware programs but I forget, just google.
