A friend of mine is having an issue getting a Power Mac G4 to boot. When he tries to boot it he gets a blinking folder/ question mark icon and the computer will never boot. He even went and bought a new hard drive and loaded OSX on to the new drive from his other Mac and tried to boot the Power Mac with the new drive and still no luck. He still gets the same icon and it still won't boot. He can try to boot from the CD, but even that doesnt work. He can hear it spin up, but the CD doesnt actually boot. As a matter of fact he said he let it sit and spin (haha) for a few hours and still it wouldnt even boot off of the CD.

At 1st he thought it was a bad HD, but after loading and installing a new drive he still gets the same issue.

Anyone have any suggestions to help us get a start on fixing this?

Has he tried holding down the Alt/Option key to see available boot options? If he can't get the CD or hard drive to work, it might be a bad IDE cable or channel.
