Dock issues and scroll down menus !

Hey , i ve opened my mac today and i noticed that my dock wouldn't appear from hide
and that the the menus with the arrow, on the image below ( pop-up, sub menu, i dont know how you call them) wont appear either.
And nothing gets highlighted aswell.
Also my mouse icon wont change to the little white hand.

I ve tried all the troubleshooting stages on this forum, and i still have the problem, if anyones knows pls i need some help.
The Dock wont appear only if i take my mouse to the end and click.
And the mouse pointer for links ( little white hand)
The drop menus wont appear.
Its irritating, i cant work on it.
