Transmission port problem

Looking back at a previous post on how to open ports
I saw this post

Open System Prefs >> Security >> Firewall. Make sure "Set access for specific services and applications" is selected.
Click the "+" button and select Transmission from you Applications folder.
Make sure the pull down menu is set to "Allow incoming connections".

It seem to worked for people.
Here's my question, when i click system prefs, security, i do not see any firewal things. instead i see the filevault thing.

Which version of OS X are you using? In Leopard, opening System Preferences, Security, shows a dialog box with three tabbed choices:

General, FileVault, Firewall

Are you not seeing the same thing?

I'm using MacOSX 10.4.11

Please don't tell me osx 10.4 doesn't have that function T.T

You're using Tiger. You have a firewall but it's not accessed from the same system preference dialog as Leopard. See the following MacWorld article:
