I know control+scroll button allows you to zoom, but is there a way you can zoom in and not have your mouse move the portion of the screen you're zoomed in on?

You'll need to make yourself clearer about the "not have ... move the portion ..." bit.

Ctrl-scroll zooms the window, period. Centre the pointer, hold the mouse real tight, and don't let it move while you're moving the scroll wheel.

System Preferences - Keyboard and Mouse...down where it says "Zoom using scroll wheel...", click Options button.
Select "only when pointer reaches the edge".
