How do I get finder to display both the time, let's say 22:30 as well as Thu 18 Sept. I have tried opening sys pref and changing international settings but these do not have any effect, is there an app that I need to download?

No you should be able to set this by going into System Preferences>Date & Time and setting Date & Time, Time Zone which is vital, and Clock and all should be okay.
