Mozilla/Safari/Internet Problem

Sometimes, files are not being downloaded. Which makes me sad.
Lol. I love downloading ****.

Anyways.
Whenever I try to download something, I click on download button, and then it loads the page, then stops. meaning that the popup warning that I am downloading, click OK thing, is missing.
Its not occuring.

Is it my internet?
A problem in the Safari/ Mozilla software?
Or is it my computer?
Can someone give me possible steps to take in order to get this fixed please?

Anything guys?
I really want to know so I can fix this...
