Pretty sure its a third party program that plugins to photobooth.

Yeah I know, I found one with the statue of liberty and the mona lisa and stuff but I can't find that one anywhere

Not sure if this is what your looking for but iGlasses is a plugin for many applications that use a camera, photobooth, ichat etc. It lets you change many aspects of the picture.
