Is there a location in utilities or somewhere else. That lets me see or set my computers porcessors to max/ optimum setting?

If you want to see what is happening you can run Activity Monitor in the Utilities folder.

As far as setting things up, I'm not aware of any supplied tool. The system takes care of it self. I don't doubt a Unix admin could tweak a few things though.

I have heard that there is a way to tweak performance through root user and terminal, for instance how much ram a program uses or the amount of processer. But, xstep is right os x takes care of itself.
