how do i set up an startup disc menu?

hello, how do i set it up to automatically show
the startup disc selection menu so that
i don't need to hold down "option" everytime
in order to get to it?

You can't.

You can however specify the OS you want to boot/reboot into in the Startup Disk preference pane. There is also a similar control panel on the Windows side.
