G4 quicksilver (2002) Dual 1 GHZ won't shutdown

I got a powermac G4 quicksilver dual 1 ghz 1 gb ram with a 60 gb hard drive and when I try to shut the computer down, it won't shutdown. I have an apple ADC display connected to it. What can be the problem? When I try to shut it down all it does is restart.

I installed Leopard yesterday and it now shuts down. It must've been the OS that was corrupted or something. thanks for the help
