Do any Photoshop experts know how I can get this glaring effect?

Is this manually done or is there a comparable effect in Photoshop CS3 that might do the trick for a logo I'm designing? Also, can anyone suggest a great niche forum for developers and designers that I can refer questions like this to?

maybe duplicate what ur glaring then use plastic and edit the double and theres another way i forgot

I like the plastic effect, but it puts the spotlight in one specific area and the light source shows up on the logo. Is there a way to move the light source with the plastic filter? If I could move it outside of the logo and just use its light, that would be great. I tried simply using a lower transparency for the duplicate layer to phase it out, but it still shows the light source or diminishes it so much that you can't see the effects.
