Exiting Programs in OS X

Being a new Mac and OS X convert since the end of last year I can't help but notice that some programs don't actually quit running when you click on the little red button on their frame. It just closes the window, much like hiding the program.

However some programs do actually cease running when you click the red button.

Is there a way to modify the closing/not closing behavior of individual programs? In other words, if I want Safari to actually cease running when I click the red button, is there a way to do this? Currently it just hides ...

There's no way to modify individual behaviour (that I know off) but if you want to totally quit an app just use cmd+Q
