file transfer question

Here's the question. I've transferred files from an old mac and now my new computer has 2 library folders--one on the basic hd (the one that's called macintosh hd, with its icon in upper left of screen) and one in my home folder. Are these 2 library folders exactly the same? Do I need both of them? Help greatly appreciated.

Leave them alone, they are supposed to be there

The one on the top level of your disk is the library file for all users and the whole of os x

The one in your User folder contains additional setting and preferences unique to your User account

All installations of OS X (and any Unix/Linux system) will have library folders for the system as a whole, and each User account
