yet another basic question

I was using ubuntu before. All the user installed binaries were located in /usr/local/bin. But i don't find /usr/local directory on my Mac. But i do have /usr/bin. can i use /usr/bin as a substitute for /usr/local/bin ?

Maybe my question is silly, but pardon my ignorance.
