Additional fees if i don't have an upgrade with the new iPhone?

I just recently got a new phone from AT&T so i am not eligible for another upgrade yet. I want the new Iphone that comes out in a few days but dont wanna pay the fee cause i dont have an upgrade. If i buy it from a apple store and not AT&T do i still have to pay any additional fees or can i just pop my SIMS card into the new iphone and go from there? Thanks!
