I just got a brand new macbook and once the battery runs low it gives me the warning message. Then the macbook goes to sleep. When I plug the macbook into the charger and try to wake it up it has to reboot. Is this normal? Did they change something?

No kernal panic. you know how apple laptops when they run out of battery fall asleep. Then you plug in your charger and hit a button and it will wake up. My new macbook falls asleep and then when I plug in the charger and hit a button will start up as if it rebooted.
