Is there a way to turn off the little pop-up menus that occur when I hover over something in Safari?

Try this. Not guaranteeing it will work but shouldn't hurt anything.
defaults write com.apple.Safari WebKitShowsURLsInToolTips 0
in Terminal. If you want them back, change the 0 to a 1.

EDIT: Just tried it myself and it doesn't work, maybe it's only for links? Safari 3.1.1 and Tiger.
