Command-Q and Force Quit don't work on Safari

I've been having this problem for a couple of weeks now, and it happens every time, without exception. When I quit Safari - using Command-Q - the windows all close but the arrow stays next to the icon in the Dock. With the arrow there, clicking the dock icon does nothing, so if I want to re-open Safari I'm out of luck. If I force quit, then close the force quit window and re-open it again, Safari is right back in the force quit window - and that little arrow never leaves the dock.

I can still use other applications while this is going on, but to log out I first have to relaunch Finder (again from the Force Quit window) and then immediately log out without doing anything else.

I'm using Safari 3.1.1, on Mac OS 10.4.11.

Any help would be greatly appreciated. Thanks!
