Optimizing Volume

1. After I update my OS my Mac then "optimizes volume" of the harddrive that my OS is installed on. What is this? Is it similar to defrag on the PC? Is there a command to optimize the volume whenever I want or choose a different volume if I have 2 HD for example? Also, if it isn't the same as defrag do I need to defrag a Mac?

2. How much does this increase the speed of the computer? Are there any other ways to increase speed or efficiency of your system?

Similar to defrag, taking the download from temp folder, uncompressing it, and deleting unnecessary data after the download

That doesn't sound similar to defrag at all...
A fragmented drive means that the data on it is spread all over the disk, in little fragments, which increases access times significantly. Defragmenting simply puts back together the fragments that belong together, and lines everything up, making disk access faster again, as the head of the disk doesn't have to go back and forth all the time while reading the data.
