OSX V 10.1.5 upgrade

I have just bought a ibook with OSX v 10.1.5 and would like to upgrade to OSX 10.3.9 or higher to use my USB dongle.

Is this possible and if so which version OS would you suggest.

Depends on which model you have. (processor speed, ram) Need some more info on your iBook.

The oldest iBook (G3) will support Panther (10.3.9)
The latest iBook (G4) will support Leopard. (10.5)

It is a G3 but I'm not sure how to find out the processor speed as it is not in 'About this Mac'

Leopard will not run on old G3 machines.

Use System Profiler. It provides detailed information about your computer.
To access System Profiler, click on the Apple menu and then "About This Mac." Then click the "More Info…" button. The application can also be found in the Utilities folder.

There is no "More Info" button in the "About this Mac" window on 10.1.5.
But, yes you can access the System Profiler from the Utilities folder.
