Setting up a shortcut for a system preferences option

Your Mac's Specs
Mac Pro 8 core 2.8Ghz, 12GB RAM, 2.3TB HD; MacBook Pro 2.4Ghz, 4GB RAM, 200GB HD
I'm trying to set up the F19 key on my Mac's keyboard to toggle the following setting:

System Preferences
Keyboard and Mouse
Keyboard
Use all F1, F2, etc. keys as standard function keys

I tried using the Keyboard Shortcuts route but that doesn't seem to work. I'm not sure if I should be using Automator for this or some other solution. Thanks in advance for any help or pointers.
