Startup problem

The other day i was updating the OS
and at the middle of the installation i got the grey hardreset screen
so i turned it off holding down the power button then i got this

what does this mean?
what do i have to do?

Is your computer running now or not? What is your current situation... try removing and replacing your battery, sometimes that will help.
