By the original definition, a Network Operating System is any computer Operating System that has the ability to connect to a network. So, yes.

However, from the context of your question, I'm guessing that you are looking for a domain controller / directory services application, that provides user authentication and group policy/access controls. In that case, yes, OS-X server is such a beast.

osx server is very easy to use. im the unofficial IT guy here (graphic designer actually) and i add/update users and permission all the time, thru Chicken of the VNC.
