System/Library/Speech i never use it or have plans of using it, its a 700mb file.

Maybe try zipping it first (use Create Archive under File in the menu bar) to see what happens when it's absent. If something goes awry (the law of unintended consequences) it would be easy to fix.

It's absence might foil any software updates if an update or modification can't find it.
