Downloads Folder Opening at Startup

I just got a new Macbook Pro 15" (early 2011) model, and whenever I startup my Macbook my downloads folder opens but whenever I go to system preferences-->accounts-->login items downloads folder is not in there. Also steam opens at startup even though it is unchecked, why is this happening? Here is a screenshot of my login items.

15in i7 MacBook Pro, 8GB RAM, 120GB SSD, 500GB HD
Steam opens because it is in the list. Anything in that list gets opened on start up. The check box means it will be hidden. If you shut down your computer with a finder window open, like your downloads folder, when you turn it back on, it will reopen that window.

Is there anyway to keep a folder from re-opening on startup?
