I've googled it by pasting it in as well as searching for 'the key under the escape key'. I've never come across it before and it's not on older macs.

MotM to the rescue here...it is a 'double S' which refers to a section or paragraph of a document frequently used by legal document writers and known as the 'paragraph sign' in Europe.

The section sign (§, Unicode U+00A7, HTML entity §) is a typographical character used mainly to refer to a particular section of a document, such as a legal code

I knew there was a reason you were MoTM. Nice find. I knew I had seen it in legal documents/citations but wasn't sure of the meaning.
