Keyboard language won't change

I've tried repairing disk permissions and I've used CleanMyMac for caches and all that, but I'm still not able to switch my keyboard to the Romanian flag from the English one. I've even tried unselecting the British flag from International, but still nothing. I can't find other discussions on this subject, so it's pretty frustrating. What should I do? It doesn't seem to happen too often :\

I just did and also unselected the British flag, but it still isn't working. I guess I don't have to restart my computer for it to work since I didn't have to do it before this problem occured. Thanks for replying!
