Creating a new itunes account without credit card or paypal?

Ok, this is really pissing me off. My friend got an itouch and needed to create an account with itunes to download free apps to his ipod touch, and when he went to create the account, it said that he MUST enter a credit card number or paypal information. I thought he was bluffing, but when i went to create him an account, the "none" payment option was GONE!! ***!! you have to enter CREDIT CARD for FREE APPS!!! that makes no sense. he cannot enter his credit card number because he has had problems with his cc and does not want to make it worse. same thing with pay pal.

is there ANY hack to get by this that apple has added to their itunes that requires a legitimate payment method at the creation of a new account?
