External HDD Not Detected

I'm trying to format a brand new internal HDD that was installed in an external inclosure but MBP does not detect it. I only see my internal drive with Disk Utility. I know it works because I could hear it power up when I plug in the USB cable.

Has anyone run across this problem? Is there a trick to make it visible that I'm not aware of?

Did you check the jumper settings on the drive before you put it in the case?

It doesn't even show up on Disk Utility.

Problem solved! I tried everything I could think of but nothing worked on the Mac. I had to revert to my last resort...Windows using Partition Wizard.
