I have seen a few comments indicating that battery life on a 2010 MBP drops considerably when OSX 10.8.3 is installed. Is this true? If so, why? Is there a really good reason to "upgrade" from 10.6.8 given stories like that?

Exact battery life changes from revision to revision. I did see some reports of significant battery drop in early versions of Lion but his appears to be long gone in Mountain Lion.

Mountain Lion, like each successive system upgrade, *does more* than the previous one so, rather unsurprisingly, you may not get quite as much battery life from 10.8.x as you did from 10.6.x using the same battery. But the difference should be pretty negligible (YMMV).

I'm thinking that you're not reading the correct articles. Earlier versions of Mountain Lion were supposed to have battery runtime issues (10.8.1)...but since the release of 10.8.2...at least some of the battery issues are supposed to have been resolved. And with OS 10.8.3...no additional issues:

Battery Life Improves Dramatically in OS X Mountain Lion 10.8.2
