Wont start or boot up

i have a mac dual g5 2.0 tower
i have a problem it wont boot up
when it comes on its the apple symbol with the rotating gear it just stays there
i tried to reinstall mac os 10.5.8 leopard
i press the option key during start up a hard drive with a X comes up WHEN I PRESS the shift TO SAFE MODE it says panic
