Can't connect to network

so my friend's macbook won't connect, and neither will the windows laptop downstairs. but another windows laptop works fine. airport shows that there's a strong connection, we have the proper password, she even manually entered the ip addresses, but nothing. it's a d-link router, we've tried rebooting it, among many other things. what do we try next?
