I need a CHEAP computer, solely for running FCP.

Would the new 1.66ghz Mac Mini with 1gb ram be sufficient for these purposes?

The Mac Mini does not have a dedicated Video Card, so final cut pro will not work. I would suggest the iMac 17" 2.0Ghz. It does have a dedicated video card.... Hope this helps!
