packagemaker issue

I am using package maker on Lion to distribute my software. I make the package, test it on Lion and it's great. I compress the file, upload it to the internet. I download it to a Lion machine and it's great.

I download it to a 10.5 machine and the install fails.

I built the package specifying 'minimum target 10.3' because I don't know what OS my customers will have.

I am trying to install a FileMaker runtime solution and on 10.5 the failure is that some files weren't found.

Any thoughts?
(Let me know if you've got 10.5 and want to try the download to test it).

Way... way too many specs to list.
is the 10.5 machine an intel box, or ppc box?

The one I can check is Intel.

None of my packages made on Lion are working on any of the non-Lion machines. Failure mode is consistent on 10.5. I don't know what OS the other is - the customer hasn't responded yet. But their failure mode is different.

Installs great on other Lion machines.
